Terms of Use

This legal agreement is between you and HeyCity, LLC (“HeyCity,” “we,” “us,” or “our”) and governs your (“you,” “your”) access to and use of the HeyCity website, mobile application, platform, software, content, civic summaries, notifications, podcasts, account features, and related products and services (collectively, the “Service”).

Please read these Terms of Use carefully. By clicking “I Agree,” creating an account, accessing, downloading, installing, or using the Service, you agree that these Terms of Use and HeyCity’s Privacy Policy will apply to your access to and use of the Service. If you do not agree to these Terms of Use or the Privacy Policy, you may not access or use the Service.

HeyCity provides an independent civic-information platform that helps users more easily follow local government activity. The Service permits users to access AI-assisted summaries, explanations, alerts, notifications, podcasts, links, and related content derived from publicly available government, municipal, civic, and third-party source materials. These source materials may include agendas, minutes, public notices, recordings, staff reports, ordinances, resolutions, meeting materials, transcripts, attachments, and related public records.

Our Mission

Local democracy moves fast, civic documents are dense, and meetings run long. Most residents or interested parties are simply too busy to read hundreds of pages of agendas or attend every meeting that affects their neighborhood, business, and family. HeyCity exists to democratize local information, summarizing complex civic data so anyone in the communities we cover can quickly understand what’s happening where they live.

Requirements for Use of the Service

01. Not a Government Entity

HeyCity is an independent service operated by HeyCity LLC and is not a government entity, nor affiliated with, endorsed by, authorized by, or an official communication channel of any city government, public agency, government body, public official, city council, or municipal commission. All data is aggregated from publicly available government sources (such as Legistar, Granicus, eScribe, BoardDocs, and city websites) for residents’ convenience. HeyCity does not create, control, or maintain the underlying official government records or third-party source materials from which certain Service content is derived. The official version of any government record, notice, agenda, minutes, ordinance, resolution, vote, staff report, recording, or other civic material remains with the applicable public agency or official source.

02. AI & Accuracy Warning

HeyCity uses Artificial Intelligence (AI) and Large Language Models (LLMs) to summarize and explain municipal documents. While we strive for accuracy, AI-generated content can occasionally be incomplete, misleading, or incorrect (a phenomenon known as “hallucination”). AI-generated content (our summaries, key takeaways, deep dives, and podcasts) is labeled as AI-generated throughout the app and should not be relied upon as legal definitions or official records. Verification: critical details, such as voting outcomes, zoning variances, or legal wording, should be confirmed against the official agenda, minutes, or video recording before being relied upon.

03. Coverage & Completeness

HeyCity aims to cover all public meetings for the cities we serve, but summaries are not guaranteed for every meeting. Source-data quality varies; missing agendas, unavailable recordings, or technical issues with city platforms may prevent a summary. The absence of a summary does not indicate a meeting did not occur. We remain committed to expanding coverage over time.

04. No Professional Advice

Content is for informational purposes only. No legal advice: summaries of ordinances, resolutions, or council decisions do not constitute legal advice. No real estate or financial advice: summaries regarding property, planning, or permits are for general awareness and should not be a basis for financial or real-estate decisions.

05. “As Is” & “As Available”

HeyCity is provided “AS IS” and “AS AVAILABLE.” We do not guarantee the service will be uninterrupted or error-free. Data latency: the app caches offline; on-device data may be out of sync with real-time city updates. Third-party downtime: if city servers or providers (Granicus, Legistar, eScribe, BoardDocs) are down, HeyCity may be unable to update. Content updates & corrections: summaries may be updated, corrected, or removed after publication. You can flag a possible error using the Report Error control on any summary, or by emailing correction@heycity.ai; we review reports and, where we confirm a factual error, regenerate and re-publish the affected summary on a best-effort basis. Every published version and correction is recorded and versioned. Do not treat any summary as a final or permanent record.

06. Limitation of Liability

By using HeyCity, you agree that HeyCity LLC and its operators shall not be liable for any direct, indirect, incidental, or consequential damages resulting from your use of (or inability to use) this application, or from any reliance on the information provided. You assume full responsibility for your use of the app and any decisions made based on its content.

HeyCity is an AI-assisted informational tool designed to help users more easily follow local government activity. HeyCity content, including summaries, key takeaways, deep dives, podcasts, notifications, alerts, and other AI-generated or automated outputs, is provided for general informational and civic-awareness purposes only. HeyCity content is not an official government record, legal notice, legal interpretation, professional advice, or substitute for reviewing the applicable primary source materials.

You are solely responsible for verifying any information that may affect your rights, obligations, property, business, finances, legal interests, civic participation, or other important decisions. Before relying on any HeyCity content, you should review the applicable official agendas, minutes, ordinances, resolutions, notices, staff reports, recordings, or other primary source materials from the relevant city, agency, board, commission, or government source.

To the maximum extent permitted by law, HeyCity, LLC and its owners, members, officers, employees, contractors, agents, service providers, licensors, and operators will not be liable for any indirect, incidental, consequential, special, exemplary, punitive, or similar damages, or for any loss of profits, revenues, goodwill, data, use, opportunities, or other intangible losses, arising out of or relating to your access to or use of, or inability to access or use, HeyCity or any content available through HeyCity.

To the maximum extent permitted by law, HeyCity is not responsible for any action taken, action not taken, decision made, or decision not made in reliance on HeyCity content, including any alleged error, omission, inaccuracy, misinterpretation, delay, outdated information, missing context, source-data issue, transcription issue, ingestion issue, AI-generated output, or automated summary.

Nothing in these Terms excludes or limits liability that cannot be excluded or limited under applicable law, including liability for fraud, willful injury, intentional misconduct, or any other liability that applicable law does not permit to be disclaimed or limited.

07. Accounts & Your Data

HeyCity creates a user account for you when you sign in with Apple or Google. This account retains your bookmarks and selected city, and stores your email address for account recovery and identity confirmation, allowing HeyCity to sync these across devices.

Your recent searches are stored on your device to power the recent-searches list; HeyCity may collect and retain search queries in an anonymized, aggregated form, not linked to your account or identity, to improve search quality and coverage.

HeyCity may also record when a summary is opened or read in an anonymized, aggregated form (as a per-item counter, not linked to your account or identity) to understand which civic topics matter to the communities we serve and to improve how content is ranked and surfaced.

You can permanently delete your account and all associated data at any time from the profile screen. Our collection and handling of personal data is described in our Privacy Policy.

09. Eligibility & Age Restriction

HeyCity is intended for users who are at least 13 years old. By accessing or using HeyCity, you represent that you are at least 13 years of age and that you have the legal capacity to enter into these Terms. If you are under the age of majority in your jurisdiction, you may use HeyCity only with the involvement and consent of a parent or legal guardian.

HeyCity is not intended for children under 13, and HeyCity does not knowingly collect personal information from children under 13. If HeyCity becomes aware that it has collected personal information from a child under 13 without appropriate consent, HeyCity will take reasonable steps to delete that information.

If you access or use HeyCity on behalf of a company, organization, public agency, or other entity, you represent that you have authority to bind that entity to these Terms. In that case, “you” and “User” include both you individually and the entity on whose behalf you are using the service.

10. User Conduct

You agree to use HeyCity only for lawful, personal, informational, and civic-awareness purposes, and in accordance with these Terms and all applicable laws and regulations.

You may not use HeyCity to:

HeyCity reserves the right to suspend, restrict, or terminate access to the service if HeyCity determines, in its reasonable discretion, that a user has violated these Terms or used the service in a manner inconsistent with its intended purpose.

11. Ownership & IP License

HeyCity, LLC and its licensors own all right, title, and interest in and to the HeyCity website, mobile application, platform, software, source code, object code, architecture, workflows, systems, automation tools, artificial-intelligence implementations, user interface, user experience, design elements, visual elements, branding, logos, trademarks, service marks, trade names, proprietary databases, database structure, data organization, metadata, summaries, compilations, categorizations, explanations, generated outputs, notifications, and other proprietary content, features, and materials made available through HeyCity, in each case to the extent protected by applicable law.

HeyCity aggregates, summarizes, organizes, and displays information derived from publicly available government, municipal, civic, and third-party sources. These sources may include, without limitation, city websites, agendas, minutes, staff reports, notices, recordings, ordinances, resolutions, public meeting materials, Legistar, Granicus, eScribe, BoardDocs, and similar government or third-party platforms. HeyCity does not claim ownership of official government records, public-domain materials, or third-party materials owned or controlled by others.

Nothing in these Terms either grants you or limits your right to access, use, quote, rely on, or obtain official public records directly from the applicable government agency, public source, or third-party source, subject to any laws, rules, or third-party terms that may apply to those sources. The official version of any government record remains with the applicable government agency or official source, not HeyCity.

Although HeyCity does not own the underlying public records or third-party source materials, HeyCity does own or control its proprietary application, platform, technology, presentation, selection, coordination, arrangement, enhancements, summaries, explanations, categorizations, metadata, generated outputs, editorial structure, user experience, and other original or proprietary elements that HeyCity creates, develops, curates, or adds to those materials, to the extent protected by applicable intellectual-property, contract, and other laws.

Subject to your compliance with these Terms, HeyCity grants you a limited, revocable, non-exclusive, non-transferable, non-sublicensable license to access and use HeyCity for your personal, non-commercial, informational use. This license does not transfer any ownership rights to you.

You may not copy, reproduce, modify, adapt, translate, distribute, sell, lease, license, publicly display, publicly perform, republish, download, store, scrape, crawl, harvest, extract, reverse engineer, decompile, create derivative works from, or commercially exploit any portion of HeyCity, including its summaries, generated outputs, compilations, platform design, database structure, metadata, user interface, or proprietary content, except as expressly permitted by these Terms, by applicable law, or by HeyCity’s prior written consent.

All trademarks, logos, service marks, trade names, product names, and branding associated with HeyCity are owned by HeyCity LLC or its licensors. You may not use HeyCity’s name, trademarks, logos, branding, or trade dress without HeyCity’s prior written permission.

If you submit feedback, suggestions, corrections, comments, ideas, reports, or other communications to HeyCity, you grant HeyCity a perpetual, worldwide, irrevocable, royalty-free, fully paid, sublicensable, and transferable license to use, reproduce, modify, publish, distribute, display, perform, create derivative works from, and otherwise exploit that feedback for any lawful purpose, including improving HeyCity, correcting content, developing new features, training, testing, or evaluating systems, and operating the platform, without compensation or attribution to you.

12. Third-Party Links, Third-Party Data, and Sources

HeyCity obtains, ingests, extracts, organizes, summarizes, displays, and links to information from third-party websites, public agencies, government platforms, civic-data providers, video providers, document repositories, meeting-management systems, mapping tools, authentication providers, analytics providers, and other third-party services. These sources may include, without limitation, city websites, public meeting portals, agendas, minutes, staff reports, notices, ordinances, resolutions, recordings, transcripts, attachments, Legistar, Granicus, eScribe, BoardDocs, and similar government, public, or third-party platforms.

HeyCity does not create, own, control, maintain, approve, verify, or guarantee the underlying third-party or government source materials from which HeyCity content is derived. Those source materials are controlled by the applicable public agency, government body, vendor, platform, or third-party provider. HeyCity is not responsible for the availability, accuracy, completeness, timeliness, legality, security, formatting, accessibility, policies, or practices of any third-party website, public agency, government platform, record, video, file, transcript, database, API, feed, or service.

Third-party and government source materials may be changed, corrected, removed, delayed, incomplete, unavailable, misformatted, inaccessible, corrupted, or inaccurate without notice to HeyCity. HeyCity content may be affected by those upstream source conditions, including missing documents, revised agendas, late-posted minutes, unavailable recordings, broken links, transcription errors, changed URLs, platform outages, access restrictions, or other technical or operational issues outside HeyCity’s control.

Links, citations, references, integrations, or source attributions are provided for user convenience, transparency, and verification. The inclusion of any link, citation, reference, integration, city name, public agency, government source, vendor, or platform does not imply that HeyCity is affiliated with, endorsed by, sponsored by, authorized by, or approved by that city, public agency, government body, official, vendor, platform, or third-party provider. It also does not imply that HeyCity endorses any third party or that any third party endorses HeyCity.

The official version of any government record, public notice, agenda, minutes, ordinance, resolution, vote, staff report, recording, or other civic material remains with the applicable public agency or official source. Users should verify important information directly against the applicable official source before relying on it.

When you access third-party websites, platforms, records, videos, files, maps, authentication tools, payment processors, analytics providers, or other services through HeyCity, you may be subject to that third party’s own terms, privacy policies, access rules, copyright notices, data-use restrictions, and other requirements. You are responsible for reviewing and complying with any terms, policies, or restrictions that apply to third-party sources and services.

13. Push Notifications

HeyCity may offer push notifications, alerts, emails, or similar communications regarding civic updates, meetings, agenda items, saved topics, account activity, product updates, corrections, or other service-related information.

By enabling notifications, you consent to receive such communications through your device, email address, or other contact method you provide. You may disable push notifications through your device settings or adjust available notification preferences within HeyCity.

HeyCity does not guarantee that any notification will be delivered, delivered on time, complete, accurate, or current. Notifications may be delayed, unavailable, incomplete, or affected by device settings, operating-system restrictions, network conditions, third-party services, caching, or source-data limitations. You should not rely on notifications as a substitute for reviewing official government sources or primary records.

Service-related or account-related communications may still be sent where necessary for security, account administration, legal compliance, or operation of the service, even if you opt out of certain optional communications.

14. Subscription & Payment Terms

Certain HeyCity features may be offered for free, while other features may require payment, subscription, in-app purchase, or other fees. HeyCity may add, remove, modify, bundle, or discontinue free or paid features at any time, subject to applicable law and any terms presented at the time of purchase.

If you purchase a paid subscription or feature through an app store, payment processor, or third-party platform, your purchase may also be governed by that third party’s terms, billing rules, refund policies, cancellation procedures, and renewal practices. HeyCity does not control third-party app store or payment-platform policies.

Unless otherwise stated at the time of purchase, subscriptions may automatically renew until cancelled. You are responsible for cancelling any subscription before the renewal date if you do not wish to continue. Cancellation procedures may depend on where you purchased the subscription, such as through Apple, Google, or another payment provider.

Fees are non-refundable except as required by applicable law or as expressly stated by HeyCity or the applicable third-party payment platform. HeyCity may change pricing, features, or subscription offerings prospectively, subject to any required notice or consent under applicable law.

HeyCity may suspend or terminate access to paid features if payment is not received, if a payment is reversed or disputed, or if HeyCity reasonably believes the account has been used in violation of these Terms.

15. Termination

You may stop using HeyCity at any time. If account functionality is available, you may delete your account through the available account settings or through another method described in HeyCity’s Privacy Policy or account-deletion instructions.

HeyCity may suspend, restrict, or terminate your access to all or part of the service at any time if HeyCity reasonably determines that you have violated these Terms, created risk or potential legal exposure for HeyCity, interfered with the service, misused HeyCity content, or engaged in conduct inconsistent with the purpose or integrity of the platform.

HeyCity may also modify, suspend, discontinue, or terminate all or part of the service, including any feature, city coverage area, summary type, notification, or account feature, at any time, with or without notice, subject to applicable law.

Upon termination, your right to access and use HeyCity will cease. Provisions that by their nature should survive termination will survive, including ownership, intellectual property, disclaimers, limitation of liability, indemnity, dispute resolution, governing law, and any payment obligations incurred before termination.

16. Governing Law & Venue

These Terms and any dispute, claim, or controversy arising out of or relating to HeyCity, the content, or these Terms will be governed by the laws of the State of California, without regard to conflict-of-law principles.

Subject to any arbitration provision or other dispute-resolution procedure included in these Terms, the state and federal courts located in Los Angeles County, California will have exclusive jurisdiction over any dispute arising out of or relating to HeyCity or these Terms, and you consent to personal jurisdiction and venue in those courts.

Nothing in this section prevents HeyCity from seeking injunctive or equitable relief in any court of competent jurisdiction to protect its intellectual property, confidential information, systems, users, or service integrity.

17. Arbitration Requirement and Class Waiver

At HeyCity’s election, and to the maximum extent permitted by law, any dispute, claim, or controversy arising out of or relating to HeyCity, the content, your use of the service, or these Terms may be resolved by binding individual arbitration rather than in court, except that either party may bring an individual claim in small claims court if the claim qualifies.

Any arbitration will be conducted on an individual basis. You and HeyCity agree that neither party may bring claims as a plaintiff or class member in any purported class action, collective action, representative action, private attorney general action, or other consolidated proceeding, except to the extent such waiver is prohibited by applicable law.

The arbitrator may award relief only in favor of the individual party seeking relief and only to the extent necessary to resolve that party’s individual claim. The arbitrator may not consolidate claims or preside over any class, collective, representative, or consolidated proceeding, except where required by applicable law.

18. Changes to Terms

HeyCity may update or modify these Terms from time to time. If HeyCity makes material changes, HeyCity may provide notice through the service, by email, by updating the “Last Updated” date, or by other reasonable means.

Changes will become effective when posted unless a later effective date is stated. Your continued access to or use of HeyCity after updated Terms become effective constitutes your acceptance of the updated Terms. If you do not agree to the updated Terms, you must stop using HeyCity.

The version of the Terms in effect at the time of your use will govern that use, unless otherwise required by applicable law.
